ANNEX 1: TERMS OF REFERENCE
Provision of Index Insurance Services for Integrated Risk Management in Malawi for 2020/21 seasons; and finalization of Maproom for Forecast-based Financing Programme in Malawi
(Timeline for the Services: 1st September 2020 to 30 June 2021)
These Terms of Reference are to support the provision of specialized services for the risk transfer component of Integrated Risk Management, (IRM) and Forecast-based Financing, (FbF) in Malawi. With financial support from Department for International Development, (DfID), Swiss Agency for Development and Cooperation’s (SDC) Regional Office for Southern Africa, the Flanders’ International Cooperation (FICA) and the Adaptation Fund, (AF), insurance will be integrated with Food Assistance for Assets, (FFA), Climate Services, (CS), and Smallholder Agriculture Market Support, (SAMS), programme activities in Balaka, Zomba, Mangochi, Chikwawa, Blantyre, Nsanje and Phalombe during 2020/21 season. The Weather Index Insurance, (WII), will be integrated as much as possible with the Area Yield Index Insurance in order to form a Hybrid Index Insurance, (HII), thereby providing better insurance cover for farmers.
For the 2020/21 season, there is need to update the existing insurance indices. The work to optimize the Hybrid Index Insurance will start as early as possible during rollout of 2020/21 season, learning from implementation for this season and working in collaboration with Pula Advisors and the Index design team.
